CHANGES TO
PRISONER RELEASE REOFFENDER LAWS PROPOSED UNDER FLORIDA HOUSE BILL 183 House Bill 183 (HB 183) of the 2025 Florida legislative session proposes changes to the state's Criminal Punishment Code that could affect the sentencing of prison releasee reoffenders (PRRs). The changes are intended to improve prisoner reentry and reduce recidivism. - Reduces the minimum sentence that must be served from 85% to 72% of the sentence
- Introduces new provisions for gain-time, including good
behavior time, rehabilitation credits, and outstanding deed gain-time
- Revises existing statutes to ensure the effective implementation of these new credit systems
- Reclassifies felonies based on the severity of the crime
- Eliminates references to
"incentive gain-time"
- Specifies that rehabilitation is a primary goal of
sentencing
- Encourages personal development and skill-building during incarceration
When changes will take effect: The changes could take effect on July 1, 2025, giving correctional institutions time to adapt to the new guidelines.
